ZONING REGULATIONS FOR A NEW HOME
- Full basement under living space of all two story and ranch style dwellings.
- For any other style dwelling, lowest level considered the basement; interior floor must be at least 4 feet below front finish grade, and interior side walls a minimum of 8 feet in height. Area of lowest level (excluding garage) must be at least 40% of the area of the interior building floor plan at grade level.
- Full size garage must be attached to dwelling with access to interior of dwelling.
- 1500 square feet minimum living space (If more than one floor, at least 800 square feet on the first floor).
- Height not to exceed 35 feet to the ridgeline (peak of roof).
- Lot must be at least 100 feet wide and 200 feet deep if lot has sanitary sewer (If no sanitary sewer, need approval from Trumbull County Board of Health).
- House must be at least 60 feet from road right-of-way line (Marked by survey pins).
- House must be at least 10 feet from side lot line.
- House must be at least 50 feet from rear lot line.
- House must be at least 100 feet from a gas well head, storage tank & separator unit.

IN ADDITION TO AN APPLICATION FOR ZONING PERMIT AND PLOT PLAN, THE VILLAGE OF LORDSTOWN REQUIRES:
- Floor Plans
- Front Elevation Drawing
- Foundation Drawing
- Septic Permit (if no sanitary sewer)
- Approval from Trumbull County Soil and Water Conservation District and/or Ohio EPA in wet areas, if necessary.
- Wetland determinations and water body delineations are the responsibility of the property owner, Check with the US Army Corp of Engineers. Before planning to build any structures.

ZONING REGULATIONS FOR BUILDING AN ACCESSORY STRUCTURE
- No permit necessary if less then 100 square feet (i.e. 10 feet x 10 feet = 100 square feet). Still need to comply with setback requirements and a plot plan must be completed and filed with the Planning & Zoning Office.
- Total of accessory structure(s) may not occupy more than 10% of rear yard space.
- Setbacks for accessory structure shall be a minimum of 10 feet for rear and side yard.
- Height limits are:
- For lots less than one acre = 16 feet 6 inches to ridgeline (peak of roof)
- For lots over one acre but less than five acres = 20 feet to ridgeline (peak of roof) Must be at least a 25-foot rear and side yard setback if over 16 feet 6 inches
- For lots over five acres = May not exceed 50 feet to ridgeline (peak of roof) Must be at least a 25-foot rear and side yard setback if over 16 feet 6 inches
- Accessory structures may not be located closer to the road than the principle building or 60 feet from the right-of-way line, whichever is greater. NO Accessory structures are permitted on a vacant parcel – a single-family dwelling must exist first.

SUBMISSION OF ZONING PERMIT APPLICATIONS
Before constructing, altering or reconstructing any structure, application shall be made to the Zoning Department for a Zoning Permit. The application shall be made on the proper form and include the following information:
- The intended purpose
- The material to be used
- The proposed number of stories, rooms and families
- Name, address and phone number of property owner
- Name, address and phone number of contractor
- Date of construction

A separate plot plan must be created on the proper form and shall include the following information:
- The exact dimensions and area of the lot to be built upon
- The location, dimensions, and height of structures to be erected
- The location, dimensions, and height of all existing structures
- Setbacks from property lines for all existing and proposed structures

Within five (5) full working days after the receipt of the properly completed application and plot plan, the Zoning Department shall issue a Zoning Permit if the submission complies with Code requirements and the correct fee is paid. Please make sure to have a check or proper change when you come in, you may call ahead for the cost of the permit.
Failure to obtain a Zoning Permit is a violation of Village of Lordstown Codified Zoning Ordinance 1125.03, subject to a fine of no less than double the cost of the Zoning Permit and/or a fine of one hundred fifty dollars ($150.00) per day should a zoning violation be issued.
The property owner has the responsibility of contacting the Trumbull County Building Department to determine whether a Building Permit is necessary.

CERTIFICATE OF OCCUPANCY
No person shall use or occupy or permit the use or occupancy of any buildings or premises until a Certificate of Occupancy has been issued by the Zoning Department stating that the proposed use of the building or land conforms to the requirements.
Property owner must notify the Zoning Department that the building or premises is ready for occupancy. Failure to obtain a Certificate of Occupancy is a violation of Village of Lordstown Codified Zoning Ordinance 1125.04, subject to a fine of one hundred fifty dollars ($150.00) per day.

MINOR SUBDIVISION (PARCEL SPLIT) AND/OR CONSOLIDATION OF PARCELS – PROCESS
Certified Professional Surveyors are welcome to begin the process by submitting drafts of a proposed subdivision and/or consolidation of parcels to the Lordstown Planning & Zoning Office by email (moc.e1737867688galli1737867688vnwot1737867688sdrol1737867688@gnin1737867688ozgni1737867688nnalp1737867688), for review and comment.
** Please include contact information with a phone number. Please also include a permanent
parcel identification number and/or address of the property in question.
Drafts should include in the following items
1) Boundary Survey with specific metes and bounds for any subdivision/property split and any consolidation. Metes and bounds following property lines must be provided for each action – property split/subdivision, consolidation, and remainder parcel. (Remainder parcel now becomes a new parcel due to changes). Boundary survey must show all existing structures and their setbacks to property lines on ALL parcels involved. Existing structures must meet Village code setback requirements. For example, in Residential (R-1) zone districts, all accessory structures must be 10’ from all side and rear property lines and cannot be any closer to public roadway than the closest point of the house (usually a front porch line). ASK ABOUT COMMERCIAL/INDUSTRIAL if needed.
2) Legal descriptions for each subdivided/split parcel, the remainder/now new parcel and any consolidation of parcels/land. Village code parcel requirements for the appropriate zone district must be met for each parcel. For example, an Residential (R-1) parcel must have 100’ frontage on a PUBLIC roadway and be at least 200’ in depth; a Commercial (B-1 or B-2) parcel must have 200’ frontage on a PUBLIC roadway and be at least 500’ in depth; an Industrial (I-1) must have 300’ frontage on a PUBLIC roadway and be at least 500’ in depth.
3) Deeds for each subdivided/split parcel, remainder/now new parcel and any
consolidation of parcels/land.
After draft documents have been reviewed and all comments addressed, final submission may be made to the Lordstown Planning & Zoning Office by providing hard copies, in person. All final documents must be current (not older than 3-6 months).
The final boundary survey and legal descriptions must be signed/dated/stamped by the surveyor. Please submit at least two originals (one set to be stamped and given back to the resident and one set with the boundary survey being no larger than 11”x17” for Village records).
The Lordstown Planning & Zoning Office has 10 full business days to either approve or deny a subdivision/property split and/or a consolidation of parcels. If approved, everything will be signed/dated/stamped by the Planning Administrator. Everything must then be picked up by the resident or someone acting on the resident’s behalf to be taken to Trumbull County (by the resident or his/her agent) and processed through Trumbull County Tax Map, Auditor’s Office and Recorder’s Office.
Please note
* If a subdivided/split parcel is landlocked, it must immediately be consolidated into another parcel. If not, the subdivision/split cannot be approved.
** A major subdivision (which involves the dividing or splitting into 5 or more parcels) follows different Village code requirements which may only be done once every 12 months from the date of County recordation. It includes obtaining approval from the Village Engineer (whose review fee must be reimbursed by the resident or person requesting the major subdivision and approval through Lordstown Planning Commission.
*** A subdivision/split of a parcel which is located in a plat involves re-platting and follows different Village code requirements which includes approval through Lordstown Planning Commission. Residents should ensure they are not subject to any plat restrictions by the subdivision unit before seeking to re-plat.
**** Mixed zone district parcels cannot be combined without first going through the zone change process to make it all one common zone district (approval must be obtained through Planning Commission).

- The Planning Commission meets on the second Monday of the month at 6:30 p.m. in the Lordstown Administration Building, 1455 Salt Springs Road SW, Lordstown, OH 44481. Additional meetings may be scheduled, as necessary. Planning Commission meetings may be cancelled if there is no business presented on the Agenda for the Commission to review. All meetings of the Commission shall be open to the public.
